Litmus rapidly transformed temporary staffing for a leading London trust, achieving a 98% fill rate and 158% of agreed savings targets amid rising demand

In March 2023, Litmus was awarded a contract (via NHS Workforce Alliance) to manage the Trust’s Staff Bank and Temporary Staffing operations across all staffing groups. The contract officially went live on 2 May 2023, following an efficient eight week implementation.

Turning Challenges into Success

Tasked with overcoming a key obstacle, we applied a strategic solution that drove improved efficiency and measurable outcomes.

The Challenge

Key goals were to embed a ‘bank first’ strategy, improve fill rates and reduce spiraling staffing costs.

In the face of chronic staffing shortages, particularly for RMNs, knee-jerk booking behaviours (offering escalated rates and booking direct with off-framework agencies) had become prevalent.

The Trust needed to strictly enforce new processes and rate policies, without impacting safe staffing levels.

The Solution

Litmus built a new, enhanced bank and temporary staffing team, based onsite and including members of the existing Trust team.

New temporary staffing processes, rate cards and rostering best practices were agreed and rolled out to all departments and campaigns began to promote and grow the Staff Bank, with a specific focus on an identified shortage of mental health nurses. 

A highly visible onsite presence was critical to success with the team organising engagement days and quickly building relationships with all departments to ensure buy-in to new processes.

Existing systems (Allocate, Patchwork and Trac) were optimised and bank and agency workers were successfully transitioned onto new lower rate cards (Pan-London and One-London).
